All the bandwidth targets are based upon the UDP payload, i.e. it's
application to application throughput. To adjust for L2 you'll need to
figure out the bytes required for L3 and L2 as well as the packet rate and
compute from there. Iperf itself doesn't know anything about the
underlying L2 framing as an example.
