Technically we (ESnet) don't support it on Windows. There are some users in the community who have made it work and who supply executables to be used on Windows (someone from Microsoft even chimed on a CYGWIN related issue in some of said executables). I agree that the OP should give iperf2 a try, unless there's some "must have" feature in iperf3.
