Hm..Quick inspection of the code learns that you'd get these errors
when securelevel >= 3. However, this is FreeBSD specific. Since
you are using FBSD 4.7 in combination with 3.4.31, you probably
still have the following in ip_fil.c:
if ((securelevel >= 2) && (mode & FWRITE))
That is causing you this trouble.
You should change it to
if ((securelevel >= 3) && (mode & FWRITE))
