I should make the time to configure sppp between some systems and
see what it takes to make happen...

OK, I've now got an /etc/ppp/options file that contains the string "pfil".


Still seeing nothing passes through the packet filter at all, it seems. The PPPoE tunnel to my ISP seems to work fine and packets are forwarded from hme0 to hme1/sppp0 (depending on how you want to look at it).

Does anyone have any other ideas?
