unfortunately, any response you will receive here will probably result in the

ports are opened by running tcp/udp services on a server
ports are closed by either turning off the services, or by filtering access to
the port with a set of rules for ipfilter to follow (assuming ipfilter is
installed on your *unknown* OS).
