Hey folks, sorry for the spam.

Andrei Syrovenko wrote a utility for IP Filter called rmstate to remove
states from the state table. However, his site, and the utility have both
disappeared. I tried emailing him, but the email bounced.

Andrei - are you still on the list?

Does anyone happen to have a copy of rmstate? I'll gladly host a copy of it
on phildev.net with the FAQ.

Currently, it's a broken link. But it's a valuable tool, so before I remove
the link, I thought I'd make one last effort to find a copy of the code, or
to get ahold of its author.
