My logs are FILLED with these from the modem device in front of my router.

It appears it's being blocked as its logging, but what rule can I make to stop this packet and NOT log it?

I have tried several variations and nothing is working. I am guessing its simply hitting my last rule:

# Final default block
block in quick on bge1 proto icmp
block in quick log on bge1 all


I'm tempted to say

block in quick on bge1 proto igmp

but I haven't tried it !

Oh, sorry I forgot maybe:

block in quick on bge1 proto igmp all
