iPad 1 & 2 use the same Sim. Any restrictions on swapping SIMs etc, are imposed by the carrier.
Here in Europe, I can swap SIMs back and forth between devices (as long as the SIMs fit ;-)) as I wish. If I buy a new iPad, I just sell the old one and put my SIM into the new one - done. E.g.: I for one, have 5 SIMs (3 regular ones, 2 MicroSIMs) which are distributed over iPad, iPhone, iPhone 4, car-phone, MiFi-router. Which of the SIMs is stuck in which device is irrelevant (as long as they fit :-)). Everything is on ONE dataplan (mobile-phone flat, internet flat (speed reduction after 5GB), landline-phone flat). Alltogether less approx. 50$. So, if your SIM is bound to the device, it's something AT&T enforces - not Apple. a.
