I have 4.1 on my iPhone and it says "double tap to scroll to top" when I
select the time on my status bar.

Many apps let you tap at the top to scroll to the top. What you are
scrolling depends on the app. It will scroll to the top of the web page, or
to the first email in the box, etc.

Sometimes when there isn't a list displayed or if the app doesn't support
it, tapping won't do anything.
