Ys, I do this all the time. In the top left of the notes app there is a left 
arrow that reads "accounts" (assuming you have notes enabled for multiple 
accounts). Choose the one you want and you'll only see notes from that account 
and any new notes will be created on that account,

If you are viewing "all notes" any new notes are created in the default account.

As far as I can tell, there is no way to move notes from one account to the 
other in iOS. I wish this were not the case, as I have notes in "on my iPad" 
that I really want to move, but I have to sync to my Mac and then move them 
over, which is a pain.
