Jeff:

Check Settings > Sounds > Ringers and Alerts. You can move the slider To 
increase or decrease the ringer volume independently of, say, the Music volume.

There is also a Change with Buttons toggle. WIth the toggle set to "On," you 
can change the Ringer/Alerts volume when you go to your Home screen by hitting 
the volume buttons. If that toggle is "Off," the volume buttons change the 
overall sound levels (like Music, Podcast and Videos), but must change the 
Ringer/Alert volumes from the slider in Settings.

No, I don't know why Apple made this so convoluted. And don't get me started on 
the Mute switch that doesn't actually mute everything. :-)
