My wife's iPad 3 says "iOS 6.1.3 Your software is up to date" Any way to tell it, "actually, I'd like to upgrade to iOS 7, please!"
Downloading the update via iTunes 11.1 fails to complete "Unknown error occurred (9006) - says to check network settings and connections. Running update OTA on her iPad 3 says "iOS 6.1.3 Your software is up to date".
