How is iCloud Drive supposed to work?

I am running Yosemite on an iMac 27.  Via the Finder, I can see that I have 
several folders in iCloud Drive including Automator, Keynote, Numbers, TextEdit 
etc.. and some that I made to hold a bunch of PDFs I’d like accessible to 
various apps I use on my iOS devices. 

Settings for iCloud Drive on my iOS devices indicate a couple of dozen apps 
that support iCloud Drive, or at least, have permission to store documents and 
data in iCloud.  Among them are a couple of apps by Readdle called PDF Expert 
and Documents.

When I launch the Readdle apps, I can see a storage option for iCloud.  It just 
says “iCloud” not “iCloud Drive”. When I tap on iCloud storage there are no 
files (I’ve never dropped files into this storage container while in PDF Expert 
or Documents).  But I also don’t see my file structure that I know to exist on 
my iCloud Drive as evidenced by my Yosemite Finder.  

Is this because Readdle hasn’t implemented the new Document Picker for iCloud 
Drive?  I’m assuming that Readdle has support for storing documents in iCloud 
but has not implemented the new Document Picker.

When I launch Pages, Numbers or Keynote on my iPad, I don’t see how to access 
files on my iCloud Drive that are not currently residing inside their 
respective folders on iCloud Drive.  I see only documents I have that are Pages 
specific and which I’ve elected to store in iCloud this past year.  Again, no 
Document Picker, or at least nothing that is obvious to me. I was under the 
impression that Apple implemented the new Document Picker for its apps.  

So, I’m wondering if the iCloud Drive Document Picker hasn’t yet been 
implemented by these particular apps, or, I’m thinking about it all the wrong 
way?   

Simply put: if I create a folder via Yosemite’s Finder in iCloud Drive and 
stuff a bunch of PDF’s in there, how can I view the contents of that folder on 
an iOS device running iOS 8?  I have a lot of files in TextEdit’s iCloud folder 
that I’d like to open in various iOS 8 apps.  If not via an equivalent “Finder” 
type app, then how-so from within iOS apps?  

A more general question:  which apps have people discovered support iCloud 
Drive and the new Document Picker on iOS 8 right now?
