If your contacts on Win7 are in your address book, you can export them to individual or group files. Then copy those as files to your Mac if you have one. There you can open them with Address Book. ICloud synch if enabled them will synch them from your Mac to iCloud and from there to your phone.
If you don't have a Mac, try mailing those files from Windows to your phone. Once there, you should be able to select them in a Mail and create new contacts.
