That file is a property list, a set of encoded objects. On a Mac or a
hacked iPhone, you can use plutil to convert it into an XML file for
editing. Doing so is not recommended.
To answer your original question, neither Safari on the desktop nor
MobileSafari on the iPhone support adding bookmarks via JavaScript.
