Functional doesn't mean reachable. There is an HTML5 proposal for
caching pages for offline use without requiring a network, but Safari
doesn't implement it.
What Apple means with that is, if the page was loaded when the network
was available then it should continue to work even without it.
However, if the network is unavailable no page, old or new, can be
loaded -- Apple gives us no tools to do so.
