That is not entirely true.

If you register for a free apple developer connection account you can download and use the SDK, but to run your native projects on the device, you have to pay the $99.

Look here:
http://developer.apple.com/iphone/program/

It says "Free sign up as a Registered iPhone Developer required to download the iPhone SDK." under the download link.
