native app or web app? if you want to get started now on a native app, download the SDK and build your app using the emulator. for web apps, you can run and test it inside Safari. if you want to place your app on a device prior to the iPhone 3G launch, you could consider buying an iPod Touch (and upgrade to 2.0 if necessary).
