Well, I will speak for the Universal iPhone UI Kit.

It doesn't have any animation, but you have the largest UI collection
of interfaces you can use on a iPhone.

I try to update it every week with new additions. It's licenced with
AGPL and you can modify, distribuite the work.

You can check it online: http://www.minid.net/iphone/ or download the
latest svn build http://code.google.com/p/iphone-universal/.

Let me know if you like.

The good thing is, you can build the effects just for this using the
library you want.
