Where did you see that? To my knowledge, Blackberry has built and
continues to maintain its own browser. The new browser has made
significant improvements. However, the browser does not pass acid test
2 or 3.
And keep in mind this doesn't include any of the installed base of old
blackberry phones with older browser.

It will be hit or miss whether any particular web app will work on
Blackberries because css and javascript support are inconsistent.
Unless something has been developed cross platform and tested
accordingly, there are likely to be things that break.
I looked at gmail and hahlo on the new Blackberry. They were very slow
(even over Wi-Fi) and each had issues. The only caveat is that I was
playing with a pre-release device.
I do think it is possible to build something that works cross
platform. It might also be possible to encourage Blackberry users to
get Opera (over 25% of them already have it installed).
