Yes, it definitely can be done. You have to completely override the standard iphone scrolling functions and write your own (I wrote an article about it recently http://groups.google.com/group/iphonewebdev/browse_thread/thread/9d011830ffedfdbf). I quickly extended my script to obtain something like this:
