Hello, i split the answer in two parts:
if you need a real iphone app its highly suggest that you use/buy a mac. Can´t tell you much about it, but the language is Objective-C / cocoa. and you need an apple developer id (at least 100$/year) to deploy it on the iphone. Read this for further info http://developer.apple.com/iphone/program/develop.html If you want to do it in the web, i´ll would suggest you iui http://code.google.com/p/iui/ - all your task can be done as a web-service. You wont need a higher programming language for that - plain and simple html is enough. There are some Content-Management Systems doing exactly what you need - if you dont use one already.
