This doesn't sound like something that will be easy to solve.

It sounds like some solutions are being ruled out by management decree 
(e.g. a declaration that there will be no changes to the ASP code) and 
that you are also a beginner and have limited confidence in your ability 
to make the CSS changes.

If the only thing you are allowed to change is the CSS, it sounds like 
you will have a hard time converting the site to iUI.  Generally, when 
creating an iPhone/iUI version of website the home page is modified to 
redirect iPhones and compatible to a new page that is formatted with 
iUI.  This new page is an addition to the website, but typically reuses 
portions of the code from the existing site. 

What are you allowed to change?  Please be specific.  A link to the 
existing site might also be helpful.
