So what URL are you typing into the phone. It shouldn't be licalhost but the public ip address you are on if you are using your dataconnection bur if by wifi on the same network as yourpc the just use the pcs local ip address Also the port forwarding may not be working but it could be something as simple as your built in windows xp firewall might be blocking incoming port 80. I suggest first
