What do you see where you expect the special characters to be? Do you have any reason to think it is related to iUI? (temporarily remove iui.css and iui.js from your page and see what happens)
The advice that others have given is good (check document character set) If you are loading document fragments with Ajax, you may also want to make sure that the response is being decoded with the right character set:
