Because you can't access to the camera with web, only native.

In other words, there is no way to access the camera (for still or video photography) or the user's photo library from a webapp running on a web page in Mobile Safari. However if you wrap your webapp inside a native Cocoa Touch app using PhoneGap, there is a Camera API you can access from JavaScript:
http://phonegap.pbworks.com/iPhone:-Camera-API

I haven't tried it myself.
