I'd rather go a new class name, like promptmenu for example.
Best would be to generate it using JS but you can start putting it already in the DOM where you need it
hide it by default
change its top position based on current scroll location + screenHeight.
making it shows off using webkit transition
put a big <a> above it to be sure user will not click elsewhere while this menu is still here

Those could be a good starting point :)
(not an easy task if you're not falimiar to iUI and HTML/CSS btw)
