I have no idea, just sharing... Peter seems to know a lot more on that.
All i know is that all files must be added in the manifest. If you forget one so Safari needs to go online to get it, it will reload everything.

One way to tell if the web app is being cached or not is to snoop in Safari’s ApplicationCache database. I’m not sure if Safari dev tools include a sqlite database viewer, if not, you can view the contents of the file with the Firefox SQLite Manager add-on: https://addons.mozilla.org/en-US/firefox/addon/sqlite-manager/ .


Another option is to subscribe to the application cache events – we found this indispensable when testing an application cache. We used a simple javascript file that Jonathan Stark posted a while back: http://jonathanstark.com/blog/2009/09/27/debugging-html-5-offline-application-cache/ .
