Could you try with the 1.8.9-rc1 snapshot from http://ipmitool.sf.net/snapshot/ and see if that makes it go away?  This sounds a lot like the issue where the BMC Is not reporting a correct count for accepted characters so ipmitool continues to re-send it thinking it has not been received.  The 1.8.9-rc1 will ignore the "accepted character count" value from the BMC when "-o intelplus" is used and assume character data was accepted.
