So do you have a seperate management port or does IPMI work off eth0? If you have a seperate port, then you shouldn't have set the mac and ip addresses the same as eth0. If you are using the same port, then from step 3 and step 4 I can see that you are using the local system to test IPMI over lan. That won't work.
