So do you have a seperate management port or does IPMI work off eth0?

If you have a seperate port, then you shouldn't have set the mac and
ip addresses the same as eth0.  If you are using the same port, then
from step 3 and step 4 I can see that you are using the local system
to test IPMI over lan.  That won't work.  The ethernet traffic needs
to actually go through the NIC so that the BMC can snoop it and
respond.
