It's been semi-common for me on different machines.  Fifteen seconds
seems a tad long though.  The cases in which I've found it to be
particularly bad are actually due to non-IPMI reasons (bad network
switch settings led to a > 60 second period once).  If you consistently
see it at 15 seconds, my guess would be this is just the amount of time
the Dell's take to have the BMC internally reload its firmware or reset.
