There are a couple of "libipmi" libraries out there, actually, but I do not believe ipmitool uses any of them.
If you want a script-based interface to ipmi from a shell script, ipmitool is a good way to do this. There is also ipmiutil (http://ipmiutil.sourceforge.net/). OpenIPMI provides direct perl and python access, if you want that. If you want programmatic access from C, you have OpenIPMI (http://openipmi.sourceforge.net) and freeipmi (http://www.gnu.org/software/freeipmi) libraries. I'm the author of OpenIPMI, so that's my preference, but freeipmi is fine.
