I have a cygwin version 1.8.9 running fine, email me if you just need the binary. It works fine from the Windows command prompt. > Is there any alternative to lanplus if I need SOL? Serial Over LAN is only defined for RMCP+ (e.g. the lanplus interface). Some older IPMI 1.x BMC's support a proprietary version of a similar funtionality. This depends on your BMC.
