Agreed, although (if you meant decrypting) security folks would think
the error should not be sent as a security point of view.
(If you just meant a compressed packet, I completely agree with you.)

ICMP error packets are just for diagnosis. A receiver of the error
should not care about how the returned packet look like, as long as
the receiver can detect the point of the error correctly.

I'm not sure whether this should explicitly stated in an ipng
document, but it would be useful information for implementors.
