Why would i want to do that? /48 to everyone is what should be offered.
If a site is truly *huge* (that is, is so big an IPv4 class A net isn't
enough for it) then perhaps it gets a /47 - or even a /46. Why would
anyone routinely be allocating /40?

If one assumes (which would probably be wrong) that all the mobile
nodes are sharing some kind of switched link level, then one /64
would be enough for all of that ... Of course, that would make for
pretty huge tables, so some degree of subnetting might be appropriate.
But a /48 is probably going to be enough, even for that size site.
And of course, some of the mobiles might be gateways to other local
nets in which case those nets would be getting their own /48 (or
if they really don't need it, perhaps just /64).
