Jim,

It is not the intention of this document that it be
mandatory-to-implement for IPv6 devices. It is an elective standard,
meaning it gets implemented by those who find it useful.

>From the abstract:

> This document describes an optional extension to IPv6 stateless
> address autoconfiguration for interfaces whose interface identifier is
> derived from an IEEE identifier.

>From the introduction:

> This document discusses concerns associated with the embedding of
> non-changing interface identifiers within IPv6 addresses and describes
> optional extensions to stateless address autoconfiguration that can
> help mitigate those concerns in environments where such concerns are
> significant.

Is the "optional" wording not strong enough?
