There are three changes in this new version relative to -02.

1) remove normative dependency on address selection draft. I.e., added
   text saying anonymous addresses would need to be given priority
   over public addresses when selecting source addresses.

2) In response to Matt Crawford's comment on DNS issues, removed the
   following sentence:

   [-One alternative is that DNS servers (for client machines) may
   need to fabricate "dummy" answers so that all addresses, whether
   used or not, appear to have DNS names associated with them.-]

3) removed the word "optional" in two places where the wording
   explicitely indicated that this spec is an optional part of
   IPv6. This is no change in practice, as the document is an elective
   standard with no requirement that it be implemented. However,
   removing the wording smooths the path for a possible follow-up
   applicability statement that could specify in more detail when
   anonymous addresses should be used without needing to update the
   current document.

These updates address all the comments received during WG last call.
