Summary off changes:
More explicit rationale in introduction, including why we want to
start fragmenting DNS answers.
Larger sizes required than in old version, different sizes required
for DNSSEC and IPv6 but larger size required for support of both.
I put in a requirement there that hosts supporting EDNS0 MUST be able
to deal with fragmented UDP messages.
