if you are writing some other kernel code, drop them.
KAME ip6_input() should make it sure to drop those - i'll check
if we already do it or not.
if you are writing userland applications, you need not to worry
about it. scoped IP addresses will come up as fe80::foobar, with
sin6_scope_id filled in.
