It was written for any address from which it was not legal to send
a reply (including 0.0.0.0 etc).   If that includes anycast addresses,
then it includes anycast addresses...

It is simply pointless to have a spec requiring something to be
done which some other spec says one must not do - all that leads to
is duelling RFCs.

So, when it is legal DNS servers must respond from the address to which
the packet was sent - any other time, they have to use some address that
is in fact legal to use.

And I know, that since an anycast address looks syntactically just like
a unicast address, this can be tricky at times...
