You allocate prefixes by combining latitude and longitude. The scheme
you propose is reasonably efficient, using 44 bits to pave the earth
with "squares" (in fact, trapezes) whose sides are at most 10 meter
wide. This is about OK, except for the fact that an awful lot of the
space is dedicated to deserts and oceans. But what happens in the rather
common case of office buildings in which different organizations share
different floors?
