Not "changes in routing system" but "coupling of DNS prefix delegation
to routing system's idea of prefix delegation."

Here's the problem. There was no attempt at consenus *building* after
the discussion, only a quick measurement of opinions at that point.
Given that a state of consensus did not already exist at this point

It is my possibly-mistaken recollection that only the first two
question were asked twice, becaused of a long interval of discussion
after the second. It seems to be everyone's recollection that the
fourth alternative got distinctly less volume than any of the other
three, yet these minutes state it otherwise.

Er, I don't think there was any coupling of DNAME and bit-string
labels in the question, so I think you mean to say "bit labels under
the reverse tree" or something of that sort.

Maybe you mean to say "The sense of the room, as measured by hums, was...".
But this raises the question of what does this phrase "sense of the

I do not believe there was rough consensus on these points. There was
a plurality in favor of this option. It's impossible to say whether it
was a majority, but it was clearly not an overwhelming majority.
