Of course; I was just making up a simple example. A more likely example
is that the Source IP is the range of addresses of another Big Customer Y,
i.e. X is willing to pay more for traffic from Y.
(And yes, even that is exposed to spoofing, but we know that ingress
filtering is required anyway.)
