No, this is not a change. Using a deprecated source address is clearly discouraged. It's one of the high priority rules in source address selection. As I said earlier, in normal operation you should have available a preferred address of the correct scope. If for some reason one is not available (probably indicating a configuration error in the site), then the host much choose the lesser of two evils (using a deprecated address or using an address of mismatched scope). Does anyone else think that the order of these two rules should be reversed, so that choosing a non-deprecated source address is more important than choosing a source address of the appropriate scope?
