There is no "official" say about the former.  Not anything as far as I can
tell.

Additionally, there are probably many people who rather write 'ping6
::123.123.123.123' than calculate in the head 123=0x7b (or all four in a
more complex scenario) and type 'ping6 2002:7b7b:7b7b::1'.
