During developing my tool "ipv6calc" last summer and implementing a
RFC 3041 simulation (for demonstrations) I already detect such
problem   , too.

I've noticed both authors and got response from both that they will
update the draft based on RFC 3041

See 3.2.1 (4), they already add a note now.
