it can.  that would rely on
  o the system tracking what is allocated to the pop and aggregation
    router pool
  o sales/provisioning being able to specify how much the customer
    needs

of course, in v6, this will all be easier, as space is infinite, we can
allocate infinite space to each customer :-)

folk don't really think the survivors will be still scrabbling at the
coal face with their bare fingernails in five years, do they?  it just
does not scale.  isps which do not scale get bought by telephants who
do not think, and they make great bed-fellows.
