Oops, I oversimplified this item.  It should have been:

  if the ipi6_addr member for IPV6_PKTINFO on a TCP socket is non the
  unspecified address, the call should fail.

(FYI: the current text is:
 the ipi6_addr member should be ignored when the option is specified
 for a TCP socket)
