=> it is in all zones so IMHO its scope level is global.
But for its use it must not go through routers so it is link-local.
Note :: is valid only as a source on the wire (*) even if the
source address selection draft is not sound (again) about this topic,
and is always used with a link-local multicast destination.
(*) many kernels map unspecfied destination to an address of the
local node.
