Yes, we (KAME) implemented it in the TCP layer, though I don't know
how much the code optimizes the situation. Also, our implementation
only works when the TCP peer is a neighbor, that is, it does not
provide the reachability confirmation about the first hop router for
an off-link peer.

Some older versions of rfc2292bis (the advanced API) spec had a socket
option (mainly) for UDP sockets to tell the kernel the reachability of
a neighbor, and we implemented the socket option in KAME 2 years ago.
However, during the working group last call for the draft we decided
to remove the option from the spec, since we've never found examples
*in the real world* where the option is really useful - in fact,
there has been no application that uses the socket option for 2 years.
